Sri Lanka’s Cabinet approved dedicated digital transformation units for government institutions in an announcement issued on 8 September 2026.

The proposal was presented by President Anura Kumara Dissanayake in his capacity as Minister of Digital Economy. It sought a consistent institutional structure for implementing the national digital economy strategy.

Rather than leaving coordination undefined within each organisation, the proposed units would take responsibility for driving and coordinating digital initiatives.

GovTech Sri Lanka prepared a reference framework covering their structure and operating arrangements. That framework was intended to guide how institutions establish and run the teams.

The decision followed earlier Cabinet approval of the wider strategy, which covers the period from 2025 to 2030.

The September announcement concerned organisational arrangements for implementation. It did not state that every department had already established a unit or that all public services had moved online.
